Unless Ash is in the movie and his specific Pikachu, theres no reason for Team Rocket so you're complaining fir nothibg. No one even thinks this Pikachu is special which seems to be one of the main points. Which would mean even if there is a Team Rocket they wouldn't be mindlessly trying to snatch a lightning rat that doesnt seem any out of the ordinary.
