They could always retcon it into that, which I think would be really cool because it fits so perfectly. But as of now, there are a few key differences between them.
-The child in Doomsday Clock goes by "Clark", while Quantum Superman's human name is "Allen Adam".
-Their symbols are slightly different. Clark's is a proper Dr. Manhattan symbol, with the 'clock' set to midnight: https://i.imgur.com/vcDLtRf.jpg
-Clark was essentially groomed into what he is from birth by Manhattan, and Manhattan also gave him the last of his power. Quantum Superman was born human and gained his powers after an experimental uranium engine exploded in his face.

I would love to see them make that retcon one day, as it would be THE perfect backstory for Quantum Superman. It would also provide a great explanation as to why he's so extraordinarily powerful(even by Morrison's standards), and obviously explain why he sports a Manhattan-esque 'brand' on his forehead.

Kind of wish they explored Doctor Manhattan's problem with the emotional spectrum. I have a feeling it has something to do with the fact he doesn't understand emotions, making Lanterns his kryptonite.
I bet Sinestrolax would have messed him up.
