Remember DD is super fast. He blitzed the entire JL (including Superman) SIMULTANEOUSLY before they can respond. Superman, a legit speedster, complained about his speed and that he cant react.
The writer then gives us his intentions on DD being faster than Flash (at that time) and members stating that they can't see him move.
