Frank. Ray was an idiot and didn't take advantage of the early beat down he put onto Chong Li. Not only that he seems to be just a brawler and not a refined fighter like Frank is, he'd pick Ray apart with superior skill
Have to agree. Chong Li didn't seem all that damaged. Even if Ray stayed on him, I'm not sure he would have won.

Sumo guy was the strongest with the greatest damage soak, but terrible fighting ability. Ray Jackson was second strongest with strongest punching. Chong Lee was third strongest, with second strongest punching and probably second best kicking and second-best overall skill behind Dux (on kicking and skill) and tie for second-best durability with Ray Jackson. Dux third best puncher, best kicker, best overall skilled, and best at “mastering his chi.” Dux wins.
