Hm good fight.
This version of Cell was about equal to #16... And coincidentally, I'd put SA#13 roughly on par with #16.
That being said, #13 should win eventually via attrition. Infinite energy reactors are a b*tch.

You put Super 13 on par with 16? Didn't Super 13 casually wipe out Piccolo, Super Saiyan Goku, Vegeta and Trunks all at the same time?
Normal 13 was able to fight SSJ Goku fairly even as well.

It could be Kamiccolo and #16 would still trounce them just as easily as SA#13 did..
#16 ~ Imperfect Cell(max) >>> Kamiccolo = #17 >> SSJ Goku/Vegeta/Trunks(pre-RoSaT)

Cell powered up well beyond Piccolo. Android #17 couldn't do anything against him.
Cell would wipe out that team just as easily as 13, Kami infused Piccolo or no.
