Galan is like a power-battery with universes of power, but his outer-shell does not need universal levels of power to "affect", that's just consistency lol. the random spells strange used is unquantifiable to be honest.

I think his electron control works that way.

Black Bolt is stronger then Beerus, easily. If he can threaten Galactus, he can possibly hurt even Zeno.
