His feats from the movie and tv episodes do not support his being that fast. I'd be more willing to agree if he just appeared in one movie and in the tie in novel and nowhere else.
This comes down to personal preference, but I prefer more than just a lack of contradictory feats. Feats that support claims are better.

A little boy would not be Grandmaster Yoda's equal in speed or anywhere close - so the speed is obviously slowed down for the benefit of the audience.

George Lucas, who created the Prequel Trilogy as well, stated in the Prequel Trilogy that Anakin Skywalker would fulfill the ancient Prophecy Of The Chosen One - which states that he shall destroy the Sith and set the Force into balance.
In the Original Trilogy, Anakin does just that, as Darth Vader when he flings Palpatine down a shaft in the Death Star - killing Palpatine and fulfilling the Prophecy Of The Chosen One.
So Disney has to worry about more than just Return Of The Jedi to contradict - if Palpatine is alive - that contradicts both Lucas Trilogies, you clueless fvcking retard.

Also, what a movie shows >>>>>> what someone says outside the movie. Again Palpatine wasn't shown dead. Bringing him back wouldn't contradict any of the movies. Common sense.
Obviously the Sith did not end with Palpatine. There are many more novels(which are canon by your standards) that take place AFTER Palpatine is supposedly killed.
