1. Who is more powerful?
Dependable. Talzin had to be extremly powerful, since Sidious decided to risk his both strongest figures at the time (Dooku and Grievous) only to lured her out. Shortly before battle she stated that she rtrunet and that she is whole. That might means, that she was at her best, and perhaps Dathomir make her even stronger. Or perhaps she, counting her amp, was at her 100%. Hard to tell. Anyway, I believe that Sidious vas barely winning. When Dooku joined a battle, she was overhelm pretty quickly.
Who is more versatile? Talzin. She can teleport herself, she can use her magic in a very superior way if we compare it to the Sidious rituals. She can cure and enhance others with her magic. In a battle, Sidious somehow lacks in defence. During his fight with Yoda during that ritual, Yoda was overpowering him with his deflect/absorb and it seems that Sidious was struggled. It was pretty similar in their final duel; Sidious had a great advantage - Yoda had to defeat him, he had just to survive. It was easier for Palpatine and forced Yoda to play by his rules and to run after him all the time. Anyway, when cornered it looks like he's in disadvantage.
When cornered, Talzin can use her barier, which is capable to hold a little bit against Sidious and Dooku's combined lightnings. That was awesome. She can become... eteric? How to write that?
2. Sidious, barely.
