[Naruto] Best person a prime Sai could beat?
I heard arguments he could take Choji because of his ability to fly and sealing jutsu, but I feel like he'd be out of his depth?

Anyone BESIDES Shin, which is the easy choice.

By best do you mean most powerful?
Probably Ino, he is well rounded but he lacks a particular strength to put him ahead of a lot of the Konoha kids of part 1.
Like Shino & Shikamaru are better ranged attackers, Kiba & Lee are noticeably faster, and Sakura and Choji are too durable.
Even someone like Kankuro probably win through attrition.
Ino & especially TenTen are worthless tier in 1v1 & Sai is probably the best of that tier. Like he could beat range guys in H2H but the ranged fighters aren’t gonna stay at that range.
So like Ino/Ebisu kinda range imho.
