Now I don't know if Putin had a direct hand in the attack happening, so then he could blame Ukraine or if the attack happened (he did ignore warnings) and he's using the opportunity to blame Ukraine. But blaming Ukraine was a foregone conclusion.
I'd favor the later over the former more, but it is very suspect that the four gunmen where taken in alive, as Russian SWAT police are not known for their restraint. So you could be correct.
