Well, combining animal DNA with different animal DNA is probably ok, I guess. There are plenty of examples of animals cross-breeding with other animals that are different but are still within the same animal "kinds."
I'm sure you've seen examples of lions and tigers producing offspring, for example, but the result is still a kind of cat.
Humans are made in the image of God though, unlike animals, and so combining their DNA with an animals would be an abomination.

Also wouldn't God have technically created the ability to combine humans and animals? I mean he made the people who discovered it.

He gave humans the ability to do great things with their brains. However, He also gave them free will which means they could use their smarts for wicked purposes like mocking God's creation and the natural order of things.

Going on the theory God is real, yes he created a world with possibilities. People have free will and when they achieve something it is up to them what they do with it. I think that is what matters.
So take the animal hybrid thing I mentioned. If someone did that in order to use an evil animal hybrid army to take over the world it would be bad. If they did it because they knew a bear combined with an eagle would be the most majestic sight in the world it wouldn't be bad.

No, they haven't been made for you. The fact He already knows how you'll choose doesn't mean you don't still have the freedom to choose. It's not like He has pre-programmed you to choose a certain way. We're not robots.
