Okay, but unlike Arbiter prior to 2, Locke also had buildup before Halo 5. He previously appeared in one of the Halo 2 Anniversary cutscenes, along with having that Halo Nightfall mini-series a year before 5 released.
The writing of Halo 5 was mostly what failed Locke rather than the character himself being bad (Nightfall was where he was most memorable), along with the misleading marketing for 5 in general.

I guess while I'm here, will share some of the other annoyances I had with Infinite's campaign. That is, the bugs.
So I first noticed something was off when Cortana 2 didn't say anything after I did some extra objectives one time, and then when I would try picking up a weapon or vehicle from one of the FOB's I had captured on the open world map, there was no response. Restarting the game would usually fix that though.
What else... Times where I randomly couldn't switch armor abilities even during some of the linear corridor missions, and perhaps most frustrating of all, was when I was getting no checkpoints whatsoever on the last mission on legendary. Had more retries with that level than I otherwise would've due to that, although when I got to the final boss it at least said it saved progress, though when I died there the first time, it put me back to the very start of the mission again.
I then restarted the game completely to see where I would be placed on the level, and turns out it did save me at the final boss, but had to restart game for that save point to work for some reason.
Stuff like that souring my final experiences with the Infinite campaign may have made me extra harsh on it when I first start talking about it here, but I can at least say Halo 5's campaign didn't put me through that much extra trouble. Modern gaming, where a big flagship game has that many bugs even this many years later.

Not only forcing you back to the beginning of the final mission but the first door would be perma-locked and only after exiting and loading the campaign back up does the door work again. Had to do this multiple times.
