Hela definitely isn't worthy of the hammer, but she was able to stop it all the same, and made it look effortless. She cant use strength to overpower Odin's enchantment, so that had to be some kind of magic. Why would anyone assume she used strength to break the hammer if she used magic to stop it in the first place?
Nah, it was clearly magic. You don't just stop the hammer with strength like she did. There's more to it, and so far I haven't seen anyone produce anything legitimate that even suggests it being strength.
