He doesn't have to be, there's no timestream to mess around with in DBZ. He can freeze time and skip ahead a few seconds that's good enough. Time travel has no advantage in DBZ. Zamas with the ring of time showed this.
So if we establish that a Flash/Superman is faster then most Goku/Vegeta, that opens them up to defeat by asphyxiation.
Wind tunnels and such, or the way Superman beat Hat.

@Galan, yeah like How is Hit supposedly freezing time against Thawne who is FAR ahead of him when it comes to Time Manipulation? Hit even had trouble dealing with Goku when he used Time Skip iirc
Thawne can Reverse time. Even IF we were to ignore the fact that Speed Force/Negative Speed Force can enter and exit dimensions and universes by vibrating, Thawne can Reverse time to before he ever entered said dimension.

Chronal manipulation isn't really that effective against Z fighters by Super. Goku forced through hits Time skip with sheer power alone and Time Travel doesn't work in DB because it just creates an alternate timeline. Goku could just use GodBind or Telekinesis to stop Thawnes movements from him and kill from there.
Tbf, that was because Goku is a fighting genius and was able to predict where Hit would time-skip to by watching how he fought. Goku was basically guessing... Accurately guessing, but guessing nonetheless.
I don't see Thawne beating Hit's time-skip quite like that.

Time skip isn't the same as somebody reversing time though.
Hit needed to make contact with Jiren in order to use Time Cage. Thawne aint gonna sit around and lit that happen. Especially when he is faster than Hit, can phase through him, AND stop time.

Goku hasn't used TK outside of God Bind which is different. He has used Telepathy to read Krillin's mind when he first landed on Namek though and in a filler, he used TK when he was in the hospital.
Originally, in DB there were 3 main fighting schools: Turtle, Crane, and Demon. Certain techniques were particular to the different schools. For example, Bukujutsu or levitation is a famous technique of the Crane school, and Goku, Krillin, and Yamcha never used it. But, eventually, they did. The Crane school is also famous for its psychic abilities such as TK and TP which all their members have used. There's really nothing stopping Goku from using these techniques since various characters have and are quite a basic technique.
