Well, Thor in this form had incomplete Odinforce + Cosmic Power. His best feats are absorbing cosmic power back from Galactus and killing an amped Galactus

Even though he didn't have the full Odinforce, I personally would put him above Rune King Thor. Since he did have some nice feats while Rune King Thor theoretically above Odin, but didn't really do much imo

RKT was more about implied power than anything. Bested weakened Mangog and amped Loki.

PCOF Thor beat massively amped Big G and Black Winter.

Well, this version of Galactus still feared Black White who was destroying universe one by one in this arc. So yeah, it doesn't necessarily mean Cosmic Thor was multiversal+, but he definitely had more feats to draw from his pocket than RKT

Actually, this amped Galactus got his shit owned by Black White before Thor saved him....So, yeah it definitely looks like Black White( a multi-universes/destroying universes one by one power) > Amped Galactus in this arc

TBH at this point it seems to me that maybe the pre-2015 Secret Wars Marvel should be treated as a completely different continuity, as that event seems to have changed as many things as COIE did in DC.

Well, Galactus still was a universal constant in that arc and his energies were used to destroy Black Winter, so I think an argument could be made that at that arc Thor was a universal power. But that is it

Galactus was always a jobber skyfather level character. Only forums treated him with any kind of respect by some cherry picked feats.
