aside from the fact that i'm SURE it's a flagrant policy violation ("high risk" stop or not), what level of idiot does it take to park directly on f*cking train tracks and place a handcuffed person in the back, when there's nothing but barren desert all around you to safely park in? jfc.

You're absolutely right, no one can be that stupid. Just assume no reasonable person would park a car with a person in it on the tracks, lock them up and throw away the key.
