She probably loses post, but not an easy win for Agent. He's the better fighter though.
Trying to recall her best strength feats, but JJ and Cage seemed to be about equal, weaker and stronger at times compared with Cap. eg They were both overpowered by a group of normal humans, that's not happened to Cap.
Her best strength believe it or not is casually breaking a good size pad lock with her hands. That feat between 5-12 tons. But she did it casually and quickly.
Sigh. She vertically leaped at least 2 stories, lifted the back of a car casually as it was trying to drive away, she ripped a radiator heater off the wall and chucked it through some doors, she picked a 250 plus man up and throttled him into the ground with one hand, she bent and ripped steel bars off of a window, she jumped off of a 6 story building and landed on her feet like it was nothing, she caught a punch of Cages with one hand, she ripped a car door off like it was nothing, she crushed a steel chair like it was nothing, lifted a refrigerator as if it was a toy, punched through a car roof, lifted a trailer off of a girl, ripped a diner table out of the floor, pushed and pulled a parked car around, tipped a gazebo over and proceeded to punch and smash the concrete ground, threw Patsy from one building to another which was about 75 to 100 yards, etc,,,.
Despite all of that, she tussled and sometimes struggled with street thugs which is comical. Agent should bash her.
Jessica seemingly improved her H2H later on. She easily beat up all the regular humans she tussled with in the finale season of her show, and also beat up Trish, who has martial arts training as well and has some feats casually beating fodder, while holding back and handicapped by fighting in darkness. Her issue is often that she doesn't know how much to hold back. Because if she wanted to, she could easily oneshot kill any regular human that got in her way:
That being said, US Agent wins. Because all Jessica's H2H feats pale in comparison to putting up a strong fight against Sam and Bucky at the same time, and he also has some of the most impressive strength feats for a super soldier (like the armoured truck feat).

Wrong. I know she had at least a few higher strength feats and breaking a padlock is not a 5-12 ton feat.
I had to break a padlock to a storage unit after my friend lost her keys and I did it with a single swing of a cheap 5lb hammer, that was not 5-12 tons of force, not even close. Your maths are retarded.

Looking at the scene, she also broke the thick chain while breaking the big ass pad lock. So around a 12 ton feat. Add in it was done casually then I say her strength range is in the 25-50 ton range.
She should easily rip his arm off, crush him physically, etc.
WTF are you even talking about? The padlock is her lowest showing and thats what you posted. I posted feats that were more impressive and I didnt even touch upon them all. So who's trolling?
She's not ripping Walkers arm off or any character that is close or equal to her own stats.

Yes, she does hold back a lot. Its why she just doesnt crush normal peoples skulls or bones. Instead she tosses them around the room like rag dolls and bitchslaps them.
Well, it's extremely heavily implied that she ripped the head off a corpse in s1. So, yeah, she could quite literally rip people apart, The Boys-style, if she chose, but she doesn't want to kill people and even arguably still has PTSD about killing Reeva under Kilgrave's command.
And that's also partly why she struggles when she really shouldn't. She doesn't have any formal H2H combat training, so she's never really sparred with people and learned how to hold back without holding back too much.
Edit: Also, yeah, she is not ripping Walker's arm off if he has the serum. It took the combined power of Bucky's strength and Sam's wing thrusters just to break one of his arms.

How did you calculate the strength of the steel from the bars on the window she bent and tore apart and the steel chair she crushed like a potato chip? Just curious.

Bending steel takes less strength than breaking it.
She didn't break the bars from the window, rather she pulled the bar from its connection (screws, etc) while bending the bars.
Yes it's easier to rip a car door off than to rip a huge pad lock while simultaneously breaking a big chain. Did you see the size if that pad lock and chain? Industrial size.
By the suspension of disbelief (car doors have easily been torn off in movies).
