The movie is to be directed by John Singleton.
The project stars Paul Walker and Tyrese as undercover agents who team up with a female undercover agent (Mendes) to bring down a formidable drug trafficker who has eluded authorities.
Ja Rule, who appeared in the first installment, is also back on board as street racer Edwin in an expanded role.
Mendes is in Miami shooting the MGM thriller "Out of Time," in which she stars opposite Denzel Washington for director Carl Franklin.
