I should clarify that when I say MCU, I do mean the movies attached to the Avengers universe. Fantastic Four/X-Men/etc. don't count.

Mandarine is mysterious enough to be high on the list.

Probably Loki, he made a plan to conquer an entire planet. Malekith is also interesting and he almost got his goal and with the bonus from invaded Asgard, he killed Thor`s mother.
