He's a character as much as any other cosmic superbeing *outside Galactus* is a character. He's been used enough to warrant actual character status, he's just such a supreme entity that there's no conflict or drama there.

Spectre's boss is on the same level as the Tribunals boss. This is at the best a stalemate, but as I stated before the Spectre's power fluctuates so badly that even Batman had his number once. I mean c'mon he was one stop away from being locked away at Arkham.
