I think Cartman is since he complains a lot

There's a lot funnier television characters. Such as, Tobias from "Arrested Development".

Those are the funniest SP characters. Other than SP? Kramer and the Grandpa on Everybody Loves Raymond come to mind.

Definitely Cartman. He's hilarious! Everything he says and does is funny. He's this generation's Archie Bunker.

Homer has better one-liners, and better moments, but cartman is just generally more funny overall, and is far more offensive.

i dont the the simpson's are that funny.

Well thats just your opinion. I love but there The Simpsons golden years were from late-92 to mid-98.
