Galactus of course.

The only pairing up with these two was in the "What if Dazzler was the herald of Galactus" and in that, he showed a signs of affection for her, especially when she was injured by one of the anonymous alien armadas at the end. Normal stream Nova was once interested emotionally to Galactus, but she was brainwashed by Mephisto for that.

Galactus eats Dazzler, and notices that she tastes like pop rocks.

Seeing as how Galactus needed Dazzler's help to free Terrax and make him obedient, I doubt they would ever fight one another.

Actually, the abilty to manipulate light would be VERY powerful if it was written correctly, as long as she had control over the entire EM spectrum rather than just visible wavelengths.
