It wouldn't work. God's beyond concepts like guilt, sin, pain, life, death, etc. (though for some reason, he's not above jealousy according to the Bible), and he's the source of the Penance Stare. He's the source of everything.

Now, it may work on The Presence (DC) considering that Saint of Killers could 'kill' him, which would allude to vulnerability, but I'd really have to say no, it wouldn't work.

And in the case of Sodom and Gammora, they brought about they own destruction due to their conduct. God had the right to punish them, so he bears no guilt. Same with the Great Flood/Cataclysm.

Truth be told GR wouldn't be in the presence of GOD because to be in his presence is so awesome that human beings or any being (aside from certain heavenly bodies), would die. The Bible say that that's the reason why when u pray or address him you must do it through Jesus or in the name of Christ because the Almighty himself is so pure that he cannot be in contact with us who live are lives in nothing but sin.

This is utterly stupid. Saint of killers couldn't to anything to God, that guy he fought wasn't God. It was "The Presence." God can't stop being God. Nothing God does is wrong. Period. Sodom and Gomorrah was not wrong. Neither was the flood. Originally, God worked upon a basis of justice, and justice alone. If you sin, you die. That is just. God has no guilt for serving justice. Now, after Jesus's death, justice isn't the protocol. It's mercy.

So no; Penance stare would not work. And even if it would, it still wouldn't work. Because he's God.
