DC Street Level Heroes (heroes with no super powers, super technology suits (Steel, Cyborg, etc.), or power rings. Just fighting skills, training, and athleticism. Black Canary is allowed.

Scenario:
Serpentor orders COBRA to invade DC America while all of the super powered heroes of DC Earth are trapped in another dimension by Darkseid (I know, don't ask. lol ) who has made a deal to sell arms to COBRA in exchange for loyalty. They have taken over Metropolis and are moving on to Gotham City. They've already taken out or taken over all of the US's military bases, and it will take 3 weeks for a force to be mustered from America's military troops abroad who are also fighting Cobra. No other countries will come to America's aid (they're tired of America anyway and don't want to be attacked themselves). All the Street Level DC characters worldwide band together to counter the attack by COBRA with Batman as their leader.
Can they stop the invasion and free America?
