Both woman are tough. The edge goes to rogue she will absorb troia powers and make her weaker so rogue will take advantage of troia in battle and knocking her out.

Troia will ***** slap the mutie for daring to challenge her

I think it depends on what version of Donna Rogue's fighting.

For the majority of the time donna was basically a weaker version of Wonder Woman. Rogue would beat the spit out of her.

Later Donna got a group of new powers that I believe included energy blasts, force fields, and probably a bunch of other stuff that i don't know about. This version would most likely kick Rogue's ass.
