I don't even know Eeth Koth that well. There really isn't much about him either. But I have heard of Maul's accomplishments. So I will probably have to say Maul, by quite a margin too.

In all honesty logic would say that Maul coudl lose but is he going to? No, becuase Eeth Koth is jut a guy that appears in the movie for a few seconds Maul was the bad guy in TPM... It doesn't matter if Eeth was on the council and Qui wasn't. It doesn't matter if he is a greater lightsaber duelist, we don't know any of that so Maul wins.
