Section 9 (from Ghost in the Shell) investigates the Laughing Man case and so is L (from Death Note).

Who will solve the Laughing Man case first and apprehend him?

section 9 and especially ishikawa are uncanny "hackers", the wammy house would get ass raped by them so they can move in secret.

Prolly Section 9 due to the ridiculous difference in their's and L's resources.

Well, I'd say Section 9. L doesn't specialise in cyber crime like they do, he just doesn't have the ability to track the laughing man like Ishikawa, Bouma and the Major.
Section 9 vs L if both investigating Kira might be a more even match up, as it doesn't actually require the hacking skills which L doesn't have. However, I think Section 9 would still possibly win because they'd be able to find out that Light Yagami was accessing the police database via his father's computer. Also unlike L I think they'd be happier to move in when only 98% certain.
Hmm- would Ryuk show up on interceptors, if Light were implanted with them?

I think this would be a tad more fair if L was given the same resources as section 9,was updated on the case and given common knowledge and the stuff Section 9 already knows about the case and then have them go at it so it would be a leveled playing field and then we could see how it could go skill wise and who would use their resources better =D

But for now as much a it pains me I'll have to say section 9 just for the sheer tech they have which seems to curb L's into dust T_T

Only if by "same resources" you include the hacking abilities of Major Kusanagi and Ishikawa- they are, after all, the best hackers working for any government agency- that's what Section 9's speciality is. Even Batou is a highly skilled hacker- he's able to hack the eyes of the soldiers attacking him with the armoured suits (2nd GiG i think). Togusa is perhaps the only team member who doesn't have extensive training in computing and hacking- not sure about Saito, but the Major, Ishikawa, Batou, Pazu and Borma are all highly skilled.
So in the areas that require computing expertise, Section 9 would still have an enormous advantage over L, as well as being militarily stronger on their own than L is. I think L would outperform them in tasks based on raw intellect, but without the hacking skills to get the necessary information about the viruses and the ability to bypass attack barriers, he can only do so much.
