Resident Evil Wesker? Against a full power Kefka??

Kefka kills him, accidentally blowing up whatever continent they are standing on in the process.

I think Wesker has a chance. Look at his powers

Wesker's faster, but loses horribly in everything else except regeneration.

Kefka blows him up.
