So yes, his statement very much holds true.

Thought that was Witwer, not Filoni. All Filoni will say is "Ashoka is a goddess"

Vader, Kenobi, Ahsoka, Maul, Kanan, Ezra.

Although, Ezra will overtake at least Kanan soon, I think.

In terms of technical skill Ahsoka is likely below both Kenobi and Maul, tbh.
