What makes you think this is the case?

Revan Reborn clearly felt and opined that it was suicidal to confront entire Dark Council head-on even with his allies Lord Scourge and Meetra Surik in the mix. Dark Council system is intended to draw some of the most powerful Sith in the galaxy on any given moment even if a few members are weak due to accelerated aging in the mix and there are shifts in members through time.

Revan (SoR) was also unable to achieve a breakthrough against a Strike Team of legendary warriors on his own even though there were normal heroes in the mix and Revan looked beyond natural Force-users at this stage.
