Team Speed wins by Flash alone. Flash would end the fight before it began. Quicksilver would just be thinking about contemplating about wondering when to start thinking about taking the first step towards his opponents when Flash ends the match.

Why is Superman on team speed when he has both strength and speed?

Wait, so you seriously think Flash could do something to Apoc or Juggernaut? And no, tickling doesn't count as "something"...

And because team speed is screwed without him...

he could steal all of Apocolype's and Juggernaut's speed in the first picosecond.
