Err.... it's not the volume of BBs voice that does the damage...

It's just that as he speaks, his voicebox sends ripples through the electrons in everything in his path... monkeying them about a bit and thus destroying/damaging everything.

It's explained in his comics.

Whereas Banshee just shouts really loudly.

So I'd actually say Banshee.

Yeah, but the sound of the shockwave it creates, one assumes, would be pretty friggin loud. So, technically, he does mkae more noise when he screams.
