Forge already built a Kulk-killing gun, but never got a chance to use it because Hulk was teleported away before Forge shot him. Forge, however, wasn't 100% sure it would have worked.

But *I* have faith in Forge, so I say he wins.

Hulk can win but I don't really think he would win. It also has to do with what incarnation of the Hulk we're talking about.
