Raven's an empath. She controls emotions. Hulk's powers are based on rage.

Poor Hulk.

Also, on the thread. The Titans are one of my favorite teams (probably 3rd after Authority and JSA), and she's my favorite on them.

Hulk has resistance to the tp attacks. He would crush her, it wouldn't even be fun.

But it's not tp. It's empathic. There's a difference, and I doubt Hulk would be able to effectively counter someone who can decrease his rage. Not to mention, Raven's hard to tag anyway.

Phasing, teleportation, flight, etc. Normally it's a great attack in many situations, but if she's smart it won't work. It's not a "Smash" scenario unless Raven lets it be like that.

Of course, I wouldn't give Raven 10/10. But still...her main power (empathic abilities) directly negates Hulk's source of power. It's not that she's so far beyond him...it's just a bad matchup for Hulk.

Raven pretty much owned Trigon, and that guy destroyed a freaking planet at the age of 6.
