Why can't he? Regular Thor, with the belt of strength wrapped around his hammer, was able to crack Exitar's armor.

We don't know how strong T & A were.

It was mentioned in an interview by their creator that they weren't equal to Galactus at all, and had been buffed up by Thanos' technology. Who knows.

This makes sense, because Galactus was able to imprison both of them by himself, after the deaths of most of the other P Gods.
