Shocker 5.5/10 against regular Moon Knight.
Amped Moon Knight 8/10 against Shocker.

Depends on the era, as MK had different armor ie. adamantium reinforced armor or cloth.

Any top-tier MA with peak human agility and speed could probably dodge his attacks.

Funny thing is with all that power he's got, he's not that much of a marksman.
