i cant decide who would win

Surfer for a slight majority. Sinestro isn't his equal in power but he's damn good at what he does and Surfer rarely utilizes his vaunted versatility.

Surfer beats him like green lantern, Or he puts up a slightly better fight.

Other than Hal and Kyle has modern Sinestro been beaten one on one by any GL?

Actually he does use it fairly much. And even if he gets into a pure blasting match he would still win.
