Animal Man for sure.
He will be able to match Spiderman for strength and speed, but not agility (most likely) and lack a Spider-sense due to the insects around him. But he's also going to have access to a bucketload of other abilities.

I remember Animal Man thinking if he should use the powers of a spider before realizing that if he only used Spider powers he'd be a "lame third rate superhero". Irony is that's kind of what he was but anyway Animal Man wins.
