Who/What is the Decreator? Is it from Marvel or DC? Feats?

The Goblin Force devoured the Phoenix Force and killed Galactus. It was later imprisoned by the 5th Host of Celestials but not before it devastated their entire race. It later gets free and possessed the Beyonder's corpse and starts wrecking havoc until Alex Summers + Nexus of All Realities puts it down (ps it's not dead, it's mentioned in Marvel Tarot as the Avatar Force of Water and the polar opposite of the Phoenix Force).

The Decreator is as aspect of the Presence, I think. It was destroying all reality.
