Two scenarios:

First: No city symbiosis for Hawkesmoor, and Engineer is at World's End levels when her powers were limited.

Second: Full powers but it is assumed Engineer can't control Machineman.

No carrier access.

Is this some kind of "can Monica solo the Authority" scenario?

I don't know much about Machineman, and even less about Elsa and Captain.

Based on Bentley's response though, it doesn't seem like they'll help much?

Probably Nextwave, because of Photon.
