I can't rank Kyle or Nova Prime in the list since I don't know all the top stuff they have done.

"Dangerous"? IIRC, Superman once described Batman as the "most dangerous" man on Earth. So I'm not necessarily equating "dangerous" with "powerful." Accordingly...
Thor, Surfer, Superman.
I put Thor first because he's the one true warrior, and so may be most inclined to take life. Superman is last because he'd be least inclined to take a life (doesn't he have a pledge or something against killing? If so, then for all Surfer's pacifism, I think if push came to shove, SS would be quicker to kill an opponent than Superman).
The others I'm not that familiar with.

CIS and CIP is off
Digi
Thor. Omnidirectional, world-sized magical storm, while channeling all attacks on him through Mjolnir, whether or not they hit the hammer directly. I'm not sure anyone on the list would seriously harm him, let alone beat him.

I agree.

Thor since he will remember finally that he is a god with powers and not a street thug brawler

whats wrong? CIS makes Thor brawl with opponents he should destroy with easy due to his powers, CIS off he finally remember he got other powers and that mjolnir works not only as a sledgehammer

This is so true; The Surfer commonly jobs in a similar fashion...

yeah surfer is another case of very powerful and versatile guy who choose to just brawl it out with 1 dimensional bricks , i blame it on the writers that have to downplay a certain character because they dont want to find a way to mix all those powers with a good story/fight
Digi
It's not as easy as it sounds to always give them good fights that allow them to showcase their powers. Often times they're given a rough plot outline, characters they're required to use, and set loose. There's only so many permutations before you'd have to write Surfer down a notch for the story to make sense.
Which is part of why it's useless in the long run to read comics for power scales.

I believe the lantern's ring don't allow for lethal force.
Nova has no qualms about killing if it needs to be done.

I also recall scans of:
1.) Surfer evolving a planet to death
and
2.) manipulating all life on a planet on an atomic level to clear a virus/illness.
There was also an offhand comment somewhere about the possibility of even weak heralds causing suns to go nova if they were careless.
Thus, surfer could wipe out life on at least a planetary scale in a couple of minutes.

Rider would unleash massive unchecked gravity manipulation
Worldmind -using a portion of Richard's power- as a matter of practically expediency, suspends the gravitational forces between two planetary bodies that are in dangerously close proximity to one another.
Am I to understand that you've defied basic physics?

People that have had Nova's power in the past...
The Sphinx. Upon stealing a large amount of power from the Worldmind, starts testing out his new abilities, shows the centurion ability to siphon and direct energy ala Nova, Powerhouse and Supernova.

Prime Thoran , the first true Nova Prime. More on him later...
