i cant remember much on Libra that would make him overly impressive other than that business with killing MM. ill side with the Master of the Ocean, Ocean Master.

Pre-Crisis Libra had one appearance and took on the league, because his weapon stole their powers.

I'm going with Libra tbh.
Although he was more hype than actual feats, I think his power was greater (Spectre incident, killing MM)
