Morg. Too tough, and too vicious. he was arguably the most powerful Herald that Galactus imbued with the PC.

To me Morg is a solid match for Surfer, Stardust seems like a lower level herald in comparison, so Morg to win here.

likely morg, but sd's powerset is interesting enough to make me unsure. i'd say bill and morg were pretty damn close in power, and we saw the trouble bill had. maybe morg 6/10, but i could see it going the other way almost as easily.
