Yuga khan vs Old King Thor

Yuga Khan, as well as many of the New Gods are all over the place in terms of power level. How powerful are their true forms? Is there any evidence that would conflict with being able to truly get an accurate measurement of their power levels, and what are we seeing when they appear on Earth? Do they all use Avatar bodies, while viewing the outcome of their Avatars in battle? And finally, if we have never seen their true forms, what do we argue for, or against?
