Sure, Banner has had some truly retarded tech feats, but that's just not how he operates most of the time.

While Wayne devoted his whole life to it, especially in the more modern era of comics.

I see it as similar to Stark Vs Bruce.

Banner would turn up with some jury-rigged laptop that turns into a mech suit and has shields which would stop Superman, satellites that fire concentrated solar energy, mutant humanoid rabbits with plasma rifles (made from his microwave), all powered by gamma poo.

Wayne turns up with some fear gas he stole from Scarecrow that makes Banner shit his pants.

Stark makes it a priority to protect himself from such attacks.

But Banner, as an impotent mouth-breather, probably needs a hard lesson or two before understanding the importance of that.
