Can Iceman ice the opposition? Who wins?

Hard to say.

I think that Radioactive Man is entirely sustained by his internal radioactive reactions so he doesn't need to eat or breathe? Not really sure. But if that is the case then Iceman might not be able to put him down. He can probably encase him in a lot of ice to slow him down a lot, but otherwise there's a good chance he can't freeze him because of the nuclear reactions, and RM would keep coming and melting through the ice.

Icemen could also try stuff like ice spikes, bludgeons etc, but Radioactive Man is pretty damn strong and if he's ready for it he can probably melt them enough to stop them doing damage, like Human Torch melts bullets before they hit him.

On the other hand other than just melting ice, Radioactive Man can start using his radiation to break down Bobby's water into hydrogen and oxygen. But I believe Iceman can replenish himself from surrounding water, even just water vapor. It might come down to how fast RM can break him down to how fast IM can replenish.

Maybe it's a stalemate where neither can put down the other.
