Not in detail. Roshi was considered impure because of his lust for women. Krillin and Bulma were also considered not to be pure-hearted.

But Chi-chi and Upa could ride it, so I don't think the criterion is that strict.

But if we're just looking for characters who can actually ride/command Nimbus solo, then it would have to be someone driven by intrinsic, pure-hearted morals and intentions... So pretty much any idealistic hero, tbh. Bonus points if they can also lift Mjolnir.
