I think Surfer would take it

Morg with the waters of life was too powerful. Evenw hen he lost the powr cosmic he was putting up a fight with JUST the waters of life...in fact he seemed like he was still more powerful than surfer.

What does the symbiote do for surfer? Absolutely nothing. It doesn't really augment any of his powers.
