Scenario 1: Killer Bee can't turn into his Eight tail form

Scenario 2: Anderson has Helena's nail, Killer Bee can go eight tails

I would say both go to Bee. Anderson's pretty tough and strong, but he can't block the raiton blades in a melee fight. Regen helps, but Killer Bee can rip out big enough chunks of him that he'll be at least temporarily out of action, leaving him open for followups.

And while Nail Anderson can take a heck of a lot more, he can't take a Menace Ball.
