For some reason SpellJammer always liked these two characters, who do you think would win had they been forced to fight? Possibly assuming one got under the control of Ultron.. (Either one, it doesn't matter..)

Most likely Red Tornado. He's an air elemental. He has complete control over air. He's too versatile for Vision.

The air shouldn't matter if Vision goes intangible though, right?

And can't he fire his heat vision while he's intangible?

Vision schools him.

considering the Vision becomes intangible by lowering his density, it would make him more vulnerable to Red Tornado since he can easily manipulate him. Either way Vision can't hurt him so RT takes it.

I swear I saw panels of them going at it in JLA/Avengers....

As I said, Red Tornado is way too versatile. Air-shields, Hurricanes, Tornadoes, Air-Bubbles, Air-Razors, Air-Constructs....
